Import of reference business capabilities for all user roles

Users of any role can access the reference catalog for business capabilities from the inventory. Those users in roles with permission to import fact sheets can add new business capability fact sheets from the catalog.

The direct access from the inventory's side panel via 'Explore Business Capabilities' removes the former bottleneck for admin users to share the content of the reference architecture and import business capabilities based on decisions from business users.

Linking existing business capability fact sheets to catalog items remains as is; only the title in the side panel switched to 'Business Capabilities Linking'.
