Filter for the service status

Continuing our journey of adding and harmonizing filter capabilities throughout SMP, we have now added a filter for the service status. This allows you to filter for active and archived services.

By default, the service list always has the filter for active services. If the filter is removed, the services list will also contain the archived services.
In line with this change, we have removed the now redundant tab for archived services from the user interface.

Also, users can choose if the export of user accounts of services reflects applied filters, as available for contracts already.
