Enhanced Service spend representation

The visualization of spend data throughout SMP and navigating it has been leveled up. First, a new dashboard viewpoint outlines the selected month's underlying Service changes.

Secondly, the Service view now offers a clickable bar chart that filters the spend records. On top of that, the full historical data is available via a horizontal bar allowing users to adjust the timespan for analyzing spend trends.
