In order to maintain high Data Quality, Quality Seals & Mandatory Attribute configurations need to remain in a consistent state.

• Add capability to change Quality Seals upon introducing new mandatory attributes

• Thus, the Quality Seal breaks when the newly introduced mandatory attribute is empty for an already existing and approved Fact Sheet
